Filter - defined for all users but users can't find it

I have created a filter in list that shows in my admin role as follows which is as expected…

But it is not visible for other users, though I have created “available to all users” as you see below:

Other users see only this as below:

Note that, I have assigned this user with “flowui-filter” role already but the user is stillunable to use the filter.

I have a related problem. I also assigned flowui-filter role to a user and they are not allowed to save filters. Only when I add more inherited entities to another role could they save. It seems like flowui-filter might not have everything it needs.
