MySQL: Public Key Retrieval is not allowed

I get a Cannot [MySQL : Public Key Retrieval is not allowed]
I reverted back to previous version…
worked once…
got the error again…

adding &allowPublicKeyRetrieval=true to the connection string seems to help… any Idea why this happens?
